Ng Lizhen Jocelyn (Chinese: 黄丽珍, born March 3, 1992) known professionally as Jocelyn Ng, is a Chinese Singaporean balloon artist, event planner and entrepreneur. Jocelyn is the founder of Jocelynballoons, a company started in 2009.

In 2007, Jocelyn stopped her education in ITE to pursue balloon-art full-time. She started off as a busker, and slowly ventured into the children parties market. The business then grew from sculpting balloons for children birthday parties to schools and corporations, in a short span of 2 years.

Jocelyn is the balloon artist for numerous important events and well known people. She has been invited to showcase her balloon art at Singapore’s Prime Minister’s Residence for 4 years in a row (2013, 2014, 2015 & 2016).

VIP Projects

Jocelyn was also hired to showcase her balloon decoration in shopping malls such as Northpoint Shopping Centre, United Square & Central Mall.

In June 2014, Jocelyn organized and decorated in Guangdong Provincial Museum (广东博物馆新馆) for one of Guangzhou’s largest children’s day campaign, 小氣球大夢想 (SMALL BALLOONS, BIG DREAMS).

On the same year, Jocelyn also set the Singapore Books of Records for the longest balloon dress sculpture.
